This notice will appear for five consecutive weeks beginning August 26, 2026 and ending September 23, 2026.

ADVERTISEMENT FOR BIDS

Sealed bids will be received at Rooster Hall by The City of Demopolis, 217 North Walnut Avenue, Demopolis Alabama, until, 2:00 PM on Tuesday, September 29, 2026, for the construction of Addition to Station One Demopolis Fire Department, Marengo County, Demopolis, Alabama.

At which time they will be publicly opened and read.

PLANS AND SPECIFICATIONS: Interested bidders must contact office of Architect anna@jjarch.design for pre qualification package. Documents will only be released upon receipt, review and approval of pre qualification package.

Available from the Architect/s office upon deposit of $150.00 per printed set, after deposit is received. For email documents in pdf format, no deposit is required.

The deposit is refundable in full on the first two (2) sets issued to each bidding prime contractor upon return of documents in reusable condition, within ten (10) days after bid opening.

Additional sets for bidding contractors and each trade contractor bidder, subcontractor, vendor, or dealer may be obtained upon payment of the same deposit; this deposit for either additional sets or sets to subcontractor, vendor, or dealer, will be refunded less the cost of printing, reproduction, handling and distribution, upon the return of the documents in reusable condition within ten (10) days after bid opening.

Failure of the prime bidding contractor to submit a bonafide bid will result in forfeiture of deposit, unless plans and specifications are received by the Architect at least ten (10) days prior to the Bid Opening Date.

BONDS: A certified check or bid bond payable to the City of Demopolis in an amount not less than five (5) percent of the amount of the bid, but not exceeding $10,000, must accompany the Bidder’s Proposal.

Performance and Statutory Labor and Materials Payment Bonds will be required at the signing of the Construction Contract.

A PRE-BID CONFERENCE to clarify the scope of work and answer Bidder’s questions is scheduled at the job site, Demopolis Fire Department Station one, at 10:00 AM on Tuesday, September 15, 2026 and is highly recommended for bidding Prime Contractors; strongly advised for major subcontractors expecting to present a bid for work on this project.

BIDS: Bids must be submitted on proposal forms or copies thereof furnished by the architect.

No bid will be withdrawn after the scheduled closing time for the receipt, for a period of thirty (30) days.

The Owner reserves the right to reject bids if such action is determined by the Owner to be in the best interests of the Owner.

The three low bonafide Bidding Contractors will be required to submit a list of major subcontractors expected to perform the work, within twenty-four (24) hours of the receipt of Bids, in writing to the Architect.

Nonresident Bidding Contractors: Under Section 39-3-5, Code of Alabama, 1975, nonresident prime contractor bidders must accompany any written documents with the written opinion of an attorney licensed to practice law in such nonresident prime contractor bidders’ state of domicile as to the preferences, if any or none, granted by the law of the state to its own business entities whose principal places of business are in that state in the letting of any or all public contracts.

Resident prime contractors in Alabama, as defined in Section 39-2-12, are granted preference over nonresident prime contractors in the awarding of contracts in the same manner and to the same extent as provided by the laws of the state of domicile of the nonresident.

Sales & Use Tax Savings Arrangement: Materials incorporated into the Work are exempt from Sales and Use Tax pursuant to Alabama Act No. 2000-684 (effective October 1, 2000).

General Contractors and subcontractors interested in bidding this project are advised to contact the Sales, Use, and Business Tax Division of the Alabama Department of Revenue for information regarding required qualifications for exemption.

PUBLIC HEARING/COMMENT PERIOD NOTICE

MARENGO COUNTY SOLID WASTE MANAGEMENT PLAN

Marengo County has updated its Solid Waste Management Plan in accordance with Code of Alabama Section 22-27-47. The Solid Waste Management Plan provides for the anticipated solid waste needs of Marengo County for the next ten years. The plan includes the summary and estimation of generation, collection, disposal, recycling, etc. of solid waste generated in Marengo County.

A public comment period will commence on September 1, 2026, and will extend through the close of business on October 13, 2026.

A Public Hearing will be held at the regular Marengo County Commission Meeting on October 13, 2026, at 101 E. Coats Ave., Linden, AL at 9:00 a.m. Interested persons may attend and comment at the meeting.

A copy of the plan may be reviewed at the office of the Marengo County Commission, 101 E. Coats Ave., Linden, AL between the hours of 9:00am and 4:00pm Monday through Friday, or online at www.marengocountyal.com.

Notice is hereby given that the Board of Adjustment of the City of Demopolis, AL, will hold a Public Hearing at 5:15 P.M. on Tuesday, October 6, 2026, in Rooster Hall, 217 North Walnut Avenue.

In accordance with the Code of Alabama, the Board has received an appeal from Baker Donelson Law Firm regarding the Building Official Julius Rembert’s ruling on Section 510 of the Demopolis Zoning Ordinance, which sets the Standards for a Telecommunication Tower at 1608 US Highway 43 S, Demopolis, AL.

Reason Being: Section 510.4 of the Demopolis Zoning Ordinance requires tower structures to be set back at least their height from any nearby residential structure and property line. Section 510.5 limits freestanding towers to a maximum height of 200 feet.

The applicant is requesting Variances as follows: a 236-foot Variance for a 64-foot setback from the west property line, a 127-foot Variance for a 173-foot setback from the south property line, a 180-foot Variance for a 120-foot setback from an abandoned residential structure, and a 100-foot height Variance to permit construction of a 300-foot tower.

At the Public Hearing, all persons who desire shall have the opportunity to be heard in favor of, or in opposition to, these Variance requests.
