Default having been made in the payment of the indebtedness secured by that certain mortgage executed by Jack Taylor and Lula Taylor to United States of America, acting through the Rural Housing Service or successor agency, United states Department of Agriculture, dated November 19, 1999 said mortgage recorded in the Office of the Judge of Probate of Marengo County, Alabama, in Book 514, Page 618.
Said mortgage was subsequently sold, assigned and transferred to Secretary, United States Department of Agriculture, Rural Development.

ADVERTISEMENT FOR BIDS

At which time they will be publicly opened and read.
PLANS AND SPECIFICATIONS: Interested bidders must contact office of Architect anna@jjarch.design for pre qualification package. Documents will only be released upon receipt, review and approval of pre qualification package. Available from the Architect/s office upon deposit of $150.00 per printed set, after deposit is received.
For email documents in pdf format, no deposit is required. The deposit is refundable in full on the first two (2) sets issued to each bidding prime contractor upon return of documents in reusable condition, within ten (10) days after bid opening.
Additional sets for bidding contractors and each trade contractor bidder, subcontractor, vendor, or dealer may be obtained upon payment of the same deposit; this deposit for either additional sets or sets to subcontractor, vendor, or dealer, will be refunded less the cost of printing, reproduction, handling and distribution, upon the return of the documents in reusable condition within ten (10) days after bid opening.
Failure of the prime bidding contractor to submit a bonafide bid will result in forfeiture of deposit, unless plans and specifications are received by the Architect at least ten (10) days prior to the Bid Opening Date.

BONDS: A certified check or bid bond payable to the City of Demopolis in an amount not less than five (5) percent of the amount of the bid, but not exceeding $10,000, must accompany the Bidder’s Proposal. Performance and Statutory Labor and Materials Payment Bonds will be required at the signing of the Construction Contract.
A PRE-BID CONFERENCE to clarify the scope of work and answer Bidder’s questions is scheduled at the job site, Demopolis Fire Department Station one, at 10:00 AM on Tuesday, September 15, 2026 and is highly recommended for bidding Prime Contractors; strongly advised for major subcontractors expecting to present a bid for work on this project.
BIDS: Bids must be submitted on proposal forms or copies thereof furnished by the architect. No bid will be withdrawn after the scheduled closing time for the receipt, for a period of thirty (30) days.
The Owner reserves the right to reject bids if such action is determined by the Owner to be in the best interests of the Owner.
The three low bonafide Bidding Contractors will be required to submit a list of major subcontractors expected to perform the work, within twenty-four (24) hours of the receipt of Bids, in writing to the Architect.
Nonresident Bidding Contractors: Under Section 39-3-5, Code of Alabama, 1975, nonresident prime contractor bidders must accompany any written documents with the written opinion of an attorney licensed to practice law in such nonresident prime contractor bidders’ state of domicile as to the preferences, if any or none, granted by the law of the state to its own business entities whose principal places of business are in that state in the letting of any or all public contracts.
Resident prime contractors in Alabama, as defined in Section 39-2-12, are granted preference over nonresident prime contractors in the awarding of contracts in the same manner and to the same extent as provided by the laws of the state of domicile of the nonresident.
Sales & Use Tax Savings Arrangement: Materials incorporated into the Work are exempt from Sales and Use Tax pursuant to Alabama Act No. 2000-684 (effective October 1, 2000). General Contractors and subcontractors interested in bidding this project are advised to contact the Sales, Use, and Business Tax Division of the Alabama Department of Revenue for information regarding required qualifications for exemption.
