The City of Hoover will receive $16 million in federal transportation funding for the new Exit 9 interchange on Interstate 459.
The funding is the result of an amendment to the Birmingham Metropolitan Planning Organization’s (MPO) 2024-2027 Transportation Improvement Program (TIP).
Months of coordination and collaboration among several regional partners, municipalities and Jefferson and Shelby Counties resulted in the TIP amendment.
Hoover Mayor Nick Derzis said, “We pursued regional funding for this project which required concurrence from all of our partners throughout the region. Exit 9 has never been just a Hoover project; it is a regional one that will improve traffic flow in several portions of Jefferson and Shelby Counties.”
Interstate projects like Exit 9 are typically structured with an 80% federal/state and 20% local split of project costs.
Today, revised costs for Exit 9 have climbed to approximately $130.8 million. The city’s cost is approximately $55.9 million.
The interchange will be constructed on I-459 near mile marker 9, between Exit 6 and Exit 10; immediately south of the South Shades Crest Road overpass.
Exit 9 will feature an innovative diverging diamond design, auxiliary lanes extending to Exit 10, bridges over I-459 and ramp bridges spanning the CSX Railroad.
Ross Bridge Parkway will be extended from Alabama Highway 150 to Brock’s Gap Parkway at South Shades Crest Road.
The project is currently scheduled to begin the bidding process in late 2026.
